WASHINGTON (AP) — Democratic Maryland Sen. Barbara A. Mikulski has secured $390 million for a new FBI headquarters as part of the spending agreement negotiated in Congress. The language was not in the initial Congressional spending bills, but was added some time before the agreement Tuesday. The agency is in the initial stages of relocating from an aging downtown Washington building to a new suburban campus.
